The Small cart wears off by a factor of 0.277% each 30 minutes of travel. Time refers to the original travel time.
Example
Guglielmo di Valenza travels with a small cart from Lombardia to Genoa. Original travel time is one hour, but he arrives in 30 minutes due to the Travel Package. The cart will be consumed by a factor of 0.277%.
